IBS Software Development successfully implemented an enterprise integration solution for Customs Agency to comply with European Union Single Window - Common Veterinary Entry Document.
IBS Software Development successfully implemented an enterprise integration solution for Customs Agency to comply with European Union Single Window - Common Veterinary Entry Document.
The European Union Single Window - Common Veterinary Entry Document (EU SWCVED) is the first project of the EU Single Window Programme. The EU Single Window Programme aims at facilitating clearance of goods at Customs by providing an IT back office tool for a single IT entry point through which economic operators provide (underlying) documents required for customs clearance. As such the need to present the supporting documents to a Customs Declaration (CD) in paper will be reduced, thus speeding the customs clearance with higher quality. The concept requires that the supporting CD documents are available electronically which already is the case for the Common Veterinary Entry Document (CVED).
Objectives
The main objectives of the EU SW-CVED project are:
- Establish the interconnection between the DG SANCO TRACES system and MS customs systems to allow automated checks of validity of CVED submitted with customs declarations;
- Streamline and harmonize process and data elements concerned in the validation of the CVED in the MS customs offices between TRACES and MS customs systems based on international standards (WCO and UN);
- Define and automate the messages to be exchanged between TRACES and the MS customs systems to validate CVED;
- Increase efficiency when handling the customs declarations at the arrival of goods at the EU;
- Reduce paper-based transactions in the MS customs offices;
- Ensure a more efficient risk management and better fraud prevention system;
- Provide reusable solution for the automated validation of other supporting documents submitted with customs declarations (and managed by Commission IT systems).
IBS was selected for this project in 2014. The project was to deliver end to end solution, support and further development for 12 months. The system is in production from June 2015.
