Customs Agency relies on AIDA for document and case management

The main objective of the project was to improve the quality and efficiency of the administrative process in the Agency "Customs " by introducing the principles of e-Governance mechanisms to monitor the movement of documents , monitoring the implementation of the terms and enable integration with other information systems in Agency "Customs " .


The specific objectives of the project are:

  • Introduction of a centralized automated information system for document management and administrative work ( AIDA );

  • Quickly find and reproduction of documents according to the user's rights;

  • Laying the foundation of paperless administrative process;

  • Accelerate the document and consequently accelerate decision making process;

  • Limitation of the human factor in the document process;

  • Reduced running costs of human and material resources by reducing paper documents;

  • Optimization of business processes;

  • Creating conditions for the extension of the related e-government services;

  • Provide opportunities to integrate with other systems in the Agency "Customs " / portals , e-government , e-mail systems , customs information systems /;

  • Ability to analyze the processing time of the document by each employee.

During the project three main components was developed:

System for documents and case management - the systems creates, registers, etc. all documents, tasks, resolutions, reports and more. It is an administrative information system (AIS) compliant with state Regulation on the internal flow of electronic documents and paper documents in the administrations.

Portal application providing EUA (Portal) - The portal application (portal)  - applications for regulatory regimes, electronic services, complaints, inquiries and reports. It also serves as an application for viewing and editing of structured electronic documents compliant with the Regulation on the general requirements for interoperability and information security.

Administrative services - The scope of AIDA includes the implementation of seven administrative services provided by CA.

For setting the workflow for the implementation of e-government services, as well as pre-defined procedures the AIDA provides graphical interface for modeling business processes on the basis of pre-designed and customizable templates tasks and automatic actions.

The system allows modeling of business processes in the Customs Agency , and thus provides flexible management for the Agency. Changes in the definitions of processes ( job cards) can be carried out by the NCA without further intervention of IBS. 

IBS was selected for this project in 2013. The system is in production from 2014.
